Guide : Scaled Content Abuse
Google's scaled content abuse policy explained — Ce que c’est, how it's detected, who got hit, and how to scale content sans tripping it. From Patrick Stox.
Langues
Scaled content abuse is Google's March 2024 spam policy pour generating nombreux low-value pages mainly to manipulate rankings — and it s’applique aucun matter how le contenu is créé: AI, automation, or humans. The big shift is from méthode (how it's made) to intent and outcome (pourquoi it's made and si it helps). My prendre: it's the même old thin-content problem with a nouveau nom and a wider net. Volume alone doesn't trigger it; volume plus low valeur plus manipulative intent fait. It's a spam policy (SpamBrain + manual actions), pas the helpful-content ranking signal — différent detection, différent recovery. Algorithmic demotions are silent and slow to recover; manual actions obtenir a Search Console notice and a reconsideration chemin. Bing landed in nearly the même placer with an 'editorial oversight' framing.
TL;DR — Scaled content abuse is Google’s rule contre pumping out lots of pages mainly to game search rankings au lieu de helping personnes. It doesn’t matter si a robot, an AI, or a human wrote les — si là are nombreux pages, the point is to rank, and ils don’t ajouter réel valeur, that’s the violation. Introduced in March 2024, it’s really the old “thin content” problem with a broader net.
Ce que cela signifie in plain terms
Google defines scaled content abuse by the principal objectif of manipulating rankings via nombreux low-value pages, regardless of si humans, automation, or les deux créé les. Evidence for this claim Official or primary documentation supporting the adjacent article claim, with scope limited to the source's published description. Scope: No ranking guarantee or undisclosed system mechanics are inferred beyond the cited source. Confidence: high · Verified: Google: Spam policies Automation or AI utiliser by itself n’est pas the prohibited condition. Google has a liste of choses it considers spam. In March 2024 it ajouté un appelé scaled content abuse. Here’s Google’s propre definition:
“Scaled content abuse is quand nombreux pages are generated pour the principal objectif of manipulating search rankings and pas helping utilisateurs.”
That’s Google’s language, pas mine — but here’s how I break it into three checkable conditions quand I’m auditing a site:
- Nombreux pages — ce is à propos de scale, pas un weak blog post.
- Made to rank, pas to aider — the raison lune pages exist is search trafic.
- Little or aucun réel valeur — ils don’t give a reader anything ils couldn’t déjà obtenir.
The headline modifier from the old policy: Google stopped caring how lune pages were made. AI, automation, a room complet of cheap writers — même rule. Ce que matters is si le résultat helps anyone.
The simplest exemples
Google literally listes ces:
- En utilisant AI outils to spit out nombreux pages que ajouter nothing pour utilisateurs.
- Scraping autre sites or feeds and lightly rewording les (spinning, translating) to faire “new” pages.
- Stitching bits of autre people’s pages ensemble with nothing original ajouté.
- Spinning up multiple websites to hide the fact que it’s tout the même scaled junk.
- Pages stuffed with keywords que don’t en réalité faire sense to lire.
So is AI content banned?
Aucun — and ce is the partie personnes obtenir incorrect. AI content isn’t automatically a violation. Google’s propre search liaison, Danny Sullivan, said ils “don’t really care how you’re doing ce scaled content, si it’s AI, automation, or human beings.” The line is valeur, pas the outil. AI utilisé to flood the index with filler is a violation; AI que genuinely helps utilisateurs isn’t inherently un — but that’s pas a blanket safe harbor soit. Sullivan pushed back directement quand personnes tried to turn “method doesn’t matter” into “quality AI content is automatically fine,” saying flatly, “we didn’t dire que.” A workflow étiquette — AI, human, editorially reviewed, whatever — doesn’t by itself clair une page. Ce que clears it is the réel objectif and valeur of que spécifique page.
Vouloir the detection mechanics, the difference entre a silent algorithmic demotion and a manual action, and how recovery en réalité fonctionne? Switch to the Avancé tab.
TL;DR — Scaled content abuse is Google’s March 2024 spam policy targeting nombreux pages produced primarily to manipulate rankings que provide little or aucun valeur — “no matter how it’s created.” The réel shift is from méthode (the old “spammy auto-generated content” rule) to intent + outcome. It’s a spam policy (SpamBrain, manual actions), pas the helpful-content ranking signal — so it has its propre detection and its propre recovery paths. Algorithmic demotions are silent and slow to lift; manual actions obtenir a Search Console notice and a reconsideration requête. Bing converged on nearly the même placer with an “editorial oversight” framing. My honest lire: it’s the thin-content problem renamed, with a wider net thrown over the AI-flood era.
Ce que it en réalité is
The documented policy is purpose-and-value fondé; it ne fait pas publish a universal volume threshold or detection formula. Evidence for this claim Official or primary documentation supporting the adjacent article claim, with scope limited to the source's published description. Scope: No ranking guarantee or undisclosed system mechanics are inferred beyond the cited source. Confidence: high · Verified: Google: Spam policies Claims à propos de classifiers or sitewide mechanics au-delà Google’s documentation devrait be treated as inference. Evidence for this claim Official or primary documentation supporting the adjacent article claim, with scope limited to the source's published description. Scope: No ranking guarantee or undisclosed system mechanics are inferred beyond the cited source. Confidence: high · Verified: Google: Generative AI content guidance
The policy text is short and worth keeping in front of vous:
“Scaled content abuse is quand nombreux pages are generated pour the principal objectif of manipulating search rankings and pas helping utilisateurs. Ce abusive pratique is typically focused on creating grand amounts of unoriginal content que provides little to aucun valeur to utilisateurs, aucun matter how it’s créé.”
Google listes five concrete exemples:
- En utilisant generative AI or similaire outils to generate nombreux pages sans ajout valeur.
- Scraping feeds, résultats de recherche, or autre content to generate nombreux pages — notamment automated transformations comme synonymizing, translating, or autre obfuscation — où little valeur is provided.
- Stitching or combining content from différent pages sans ajout valeur.
- Creating multiple sites with the intent of hiding the scaled nature of le contenu.
- Creating nombreux pages où le contenu rend little or aucun sense to a reader but contient search keywords.
The remediation line is blunt: “Si you’re hosting tel content on votre site, exclude it from Search.”
The un shift que matters: méthode → intent and outcome
Avant March 2024 the relevant rule was “spammy automatically-generated content.” It was framed autour how le contenu was produced — automation. The nouveau policy reframes autour pourquoi it was produced (to manipulate rankings, pas to aider utilisateurs) and ce que results (pages with little or aucun valeur). Chris Nelson, who wrote Google’s announcement, put it ce façon:
“Our nouveau policy is meant to aider personnes focus plus clearly on the idea que producing content at scale is abusive si fait pour the objectif of manipulating search rankings and que ce s’applique si automation or humans are involved.”
Consequences of the reframe:
- Human-written contenu pauvre is now equally actionable. A content farm of underpaid writers is aucun safer que an AI prompt loop.
- AI que genuinely adds valeur isn’t inherently a violation. Sullivan même pointed to Amazon’s AI-generated examiner summaries as legitimate — AI enhancing original utilisateur content plutôt que replacing it.
- Spun, scraped, and machine-translated pages were déjà covered, but now explicitly so.
Ce sits on a long lineage: Panda (2011) premier hit thin, low-quality, and contenu dupliqué site-wide; the “spammy auto-generated content” policy carried the method-focused era; scaled content abuse is the intent-and-outcome era.
The three-part tester I utiliser
Une page is realistically at risk seulement quand tout three are vrai:
- Volume — it’s un of nombreux near-identical pages.
- Intent — its principal objectif is to rank, pas to serve a utilisateur besoin.
- Low valeur — it provides little or aucun original valeur au-delà ce que déjà exists.
Ce is pourquoi “volume alone triggers it” is incorrect. A big legitimate directory with genuinely unique données par page clears the tester. So fait a grand AI-assisted content operation with réel editorial oversight and unique données. Scale is a prerequisite, pas the offense.
Scaled content abuse vs. the utile content system
Ces obtenir conflated constantly and ils ne sont pas the même mechanism:
- Scaled content abuse is a spam policy. It targets deliberate manipulation and is enforced by SpamBrain (algorithmic) and by human reviewers issuing manual actions.
- The utile content system (now folded into core ranking) is a quality ranking signal. It demotes content que doesn’t satisfy utilisateurs même quand là was aucun deliberate manipulation — an honest-mistake quality problème.
Practical upshot: a site peut have unhelpful content (a ranking-signal problem) sans violating the spam policy. The policy is aimed at bad actors; the ranking system handles the whole quality spectrum. Ils aussi recover differently (voir ci-dessous), qui is pourquoi the distinction isn’t academic.
How Google detects it
Detection is a blend, and some of it is reverse-engineered from leak/testimony material, so flag the uncertainty quand vous repeat it:
- SpamBrain — Google’s AI-based spam-detection system. Ce is the confirmed, named un.
- Engagement signals via NavBoost — patterns comme low “good clicks” relative to total clicks, suggesting utilisateurs aren’t satisfied. (Surfaced in DOJ-trial testimony; treat the exact mechanics as informed inference, pas documentation.)
- The “Firefly” / QualityCopiaFireflySiteSignal family — noms from the 2024 Content Warehouse leak que practitioners lire as volume-vs-quality ratios and site-wide quality assessment (“Copia” ≈ abundance/volume). Ce is community interpretation of leaked module noms, pas Google guidance — utile framing, pas gospel.
- Manual examiner — humans peut trigger a manual action; vous obtenir a Search Console notification.
A recurring theme à travers tout of ces: assessment is souvent domain-level, pas simplement page-level. A pile of thin pages peut drag the whole site.
The “multiple sites” signal
Google explicitly noms “creating multiple sites with the intent of hiding the scaled nature of le contenu.” Ce targets networks and content farms running nombreux domains que regarder independent but share signals Google peut connecter — hosting footprints, linking patterns, content overlap, ownership records. Splitting the même thin operation à travers ten domains doesn’t dilute the problem; it adds a second violation on top.
Ce que en réalité happened in March 2024
- Enforcement commencé the week of March 5, 2024, via les deux algorithmic spam systems and manual actions. The rollout took roughly 15 days.
- It shipped alongside two autre nouveau policies: site reputation abuse (effective May 5, 2024) and expired domain abuse (immediate).
- A June 2024 spam mettre à jour was a separate, plus tard enforcement action — pas proof by itself of continuous, ongoing enforcement. Ce que is documented is que scaled content abuse is a standing entry in Google’s publié spam policies, pas a one-off March 2024 event; Google doesn’t publish a schedule pour how souvent it’s actively enforced.
À propos de que 45% number. Google projected a 40% reduction in low-quality, unoriginal content and plus tard reported it exceeded expectations at ~45%. But lire the fine print: que figure covers the combined effect of the core update’s quality-ranking improvements and the nouveau spam policies — pas scaled content abuse alone. It obtient misquoted as “the scaled content policy cut spam 45%.” It didn’t; the whole March 2024 package did.
Evidence for this claim Google's reported March 2024 search-quality outcome described a combined package of ranking-system improvements and new spam policies, so it cannot be attributed to scaled content abuse alone. Scope: March 2024 search-quality and spam package Confidence: high · Verified: New ways we're tackling spammy, low-quality content on SearchPenalties: algorithmic vs. manual action
The unique la plupart important diagnostic question is qui type vous have, parce que recovery is complètement différent:
- Algorithmic demotion: silent. Aucun Search Console notice. Vous simplement voir rankings and trafic slide — and a silent decline doesn’t by itself tell vous scaled content abuse caused it; un autre spam system, a quality system, competition, seasonal demand, or a technical problème peut regarder identical from the outside. Recovery généralement exige fixing le contenu and waiting pour a core/spam mettre à jour refresh; there’s aucun publié timeline, so treat quelconque spécifique duration vous voir quoted as a rough estimate, pas a guarantee.
- Manual action: vous obtenir a Search Console notification sous Security & Manual Actions. Recovery is via a reconsideration requête après you’ve en réalité fixed the violations.
Si there’s aucun manual action in Search Console, vous la plupart probable have an algorithmic problem — don’t sit autour waiting pour a reconsideration outcome que va jamais come. (Treat spécifique “average recovery time” figures floating autour the industry as rough community estimates, pas promises.)
How to recover
- Audit at scale. Trouver the thin, templated, scraped, or no-demand pages. Indexed-but-zero-traffic and “Crawled/Discovered – currently not indexed” are strong starting filters.
- Decide par page: améliorer, consolidate, or supprimer. Improving signifie réel unique valeur, pas padding. Si it can’t be made genuinely utile, it goes.
- Pick the correct removal méthode:
- Delete + 410/404 quand lune page has aucun valeur and aucun equivalent.
- 301 redirection quand there’s a meilleur, relevant destination.
noindexquand lune page doit stay pour utilisateurs but shouldn’t be in Search.
- Manual action? Fichier a reconsideration requête seulement après the cleanup is genuinely fait — expliquer ce que was incorrect and ce que vous modifié.
- Algorithmic? Finish the cleanup and wait pour the suivant refresh. There’s aucun button to press.
Où Bing landed
Bing converged on nearly the même destination from a différent angle. Its old language flatly treated machine-generated content as malicious “garbage.” The mis à jour wording: “Large-scale content generated sans oversight, quality contrôler, or editorial examiner souvent lacks usefulness, accuracy, and originality, and may be excluded from indexation.” The framing difference is réel but petit in pratique — Bing emphasizes traiter (was a human reviewing ce?), Google emphasizes outcome (fait it aider utilisateurs?) — and meeting Bing’s editorial- oversight bar tends to satisfy Google’s valeur bar aussi. Bing has aussi extended ce thinking into AI réponses, ajout guidance contre content engineered purely to trigger citations or AI réponses and contre prompt-injection of its models.
Bottom line
Strip the nouveau vocabulary away and scaled content abuse is the thin-content problem Google has been fighting since bien avant 2024 — now with an explicit nom, an explicit “no matter how it’s created” clause, and a net wide suffisant to cover the AI-flood era. The defense hasn’t modifié: chaque page nécessite a réel raison to exist que isn’t “we wanted the keyword.” Si vous pouvez’t dire ce que unique valeur une page adds, neither peut Google — and that’s exactly lune page ce policy was written pour.
AI summary
A condensed prendre on the Avancé version:
- Scaled content abuse = Google spam policy (March 2024) pour nombreux pages made primarily to manipulate rankings with little/aucun valeur — “aucun matter how it’s créé.”
- The core shift: from méthode (old “spammy auto-generated content” rule) to intent + outcome. Human-written contenu pauvre is now equally actionable; AI que genuinely helps isn’t inherently a violation.
- Five named exemples: AI-generated filler at scale; scraping/spinning/ translating sans valeur; stitching others’ content; multiple sites to hide the scale; keyword-stuffed nonsense.
- Three-part tester: volume + manipulative intent + low valeur, tout ensemble. Volume alone doesn’t trigger it.
- Pas the helpful-content system. Spam policy (SpamBrain + manual actions) vs. quality ranking signal — différent detection, différent recovery.
- Detection: SpamBrain (confirmed); NavBoost good-clicks signals and the “Firefly/Copia” module noms come from DOJ testimony and the 2024 leak — treat as informed inference, pas documentation. Souvent domain-level, pas page-level.
- “Multiple sites” signal: spreading contenu pauvre à travers domains to hide scale is itself a named violation.
- March 2024 facts: rollout from March 5, ~15 days; shipped with site-reputation and expired-domain abuse; now a standing policy. The ~45% reduction figure covers the combined core-update + spam-policy effect, pas ce policy alone.
- Penalties: algorithmic = silent, recover by fixing + waiting pour a refresh; manual action = Search Console notice + reconsideration requête.
- Bing: converged on “aucun oversight/quality contrôler = may be excluded from indexation” — traiter framing vs. Google’s outcome framing, même destination.

Am-I-at-risk audit checklist
Run ce contre quelconque grand définir of pages avant a problem montre up — or après a drop, to figure out what’s dragging le site.
- Appliquer the three-part tester. Pour a sample of pages: are ils (a) un of nombreux near-identical pages, (b) made mainly to rank, and (c) low on original valeur? Risk is réel seulement quand tout three are vrai.
- Run the modifier-delete tester. Strip the keyword/modifier from une page. Si what’s left is a generic, interchangeable shell, the données is aussi thin — that’s the exact pattern the policy targets.
- Vérifier pour scraped / spun / machine-translated content. Republished feeds, synonymized text, or bulk auto-translations with nothing ajouté are named exemples — trouver and fix les premier.
- Regarder pour the “multiple sites” pattern. Are vous running several domains que publish the même scaled content? That’s its propre named violation.
- Separate the diagnosis. Is ce a spam-policy problem (deliberate manipulation) or a helpful-content ranking problem (honest quality gap)? Ils recover differently.
- Vérifier Search Console → Manual Actions. A notice signifie manual action (reconsideration chemin). Aucun notice = probable algorithmic (fix + wait pour a refresh).
- Pull indexed-but-zero-traffic pages and the “Crawled/Découvert – currently non indexée” reports — ces surface the thin, low-value pages fast.
- Decide a fate par page: améliorer to genuine valeur, consolidate/301 to a meilleur page, or supprimer (410/404). “Add more words” n’est pas a fix.
The frameworks
1. The three-part violation tester
Une page is realistically in scope seulement quand tout three are vrai:
| Condition | Question | Si seulement ce is vrai |
|---|---|---|
| Volume | Is it un of nombreux similaire pages? | A unique thin page isn’t “scaled” anything. |
| Intent | Is the principal objectif to rank, pas to aider? | A utile page que se produit to rank is fine. |
| Valeur | Fait it ajouter little/aucun original valeur? | A grand directory of genuinely unique données clears it. |
Scale is the prerequisite; intent and valeur are the offense.
2. Policy vs. ranking signal — pick the correct recovery chemin
Did you get a Search Console manual-action notice?
├─ YES → Manual action (spam policy).
│ Fix the violations → file a reconsideration request.
└─ NO → Most likely algorithmic.
├─ Deliberate thin/manipulative content? → spam systems (SpamBrain).
│ Fix → wait for a spam/core refresh.
└─ Honest quality gap, no manipulation? → helpful-content ranking signal.
Improve quality → wait for a core refresh. The two left-hand branches share a fix (genuinely améliorer or supprimer) but ils are différent systems with différent triggers — don’t assume a reconsideration requête fixes an algorithmic demotion.
3. The removal-method decision
Une fois une page is judged pas worth keeping in Search:
- Genuinely valuable, simplement shouldn’t be indexé yet →
noindex. - Aucun valeur, but a meilleur page covers the topic → 301 to que page.
- Aucun valeur and aucun equivalent → delete + 410 (or 404).
The mistake is reflexively noindex-ing everything; si lune page has aucun raison to
exist pour utilisateurs soit, supprimer it outright.
Réponse playbook: a scaled-content trafic loss or manual action
- Identifier the enforcement chemin avant modification pages. Vérifier Search Console’s Manual Actions report. Si a notice noms scaled/contenu pauvre, follow the manual branch and plan a reconsideration requête après cleanup. Si là is aucun notice, treat the loss as algorithmic or quality-related; ne faites pas wait pour a reconsideration réponse que ne peut pas exist.
- Freeze the publishing source. Pause the template, feed, prompt, or editorial workflow creating the suspect pages. Si nouveau low-value URLs continuer appearing, the cleanup ne peut pas converge. Garder genuinely utile unrelated publishing live.
- Define the affected définir. Combine template/URL-pattern inventories with GSC pages que lost clicks and pages reported as crawled/découvert but non indexée. Si the decline is sitewide, sample every scaled family; si un directory fell, commencer là but tester adjacent templates avant declaring the scope contained.
- Appliquer the three-part tester. Pour every page family, record volume, principal objectif, and unique valeur. Si a family is high-volume but chaque page sert a réel besoin with proprietary données or oversight, preserve it and document the evidence. Si volume + ranking-first intent + low valeur tout hold, continuer to remediation.
- Choisir a fate par page. Améliorer pages que peut gain original données, experience,
analysis, or a réel fonctionnalité. Consolidate overlapping pages into the strongest
destination. Redirection seulement où que destination is genuinely relevant. Retourner
404/410 pour valueless URLs with aucun replacement; utiliser
noindexquand une page doit remain pour utilisateurs but ne doit pas apparaître in Search. - Fix the generator, pas seulement the output. Ajouter source-data requirements, editorial examiner, uniqueness checks, and a publish/no-publish gate. Si the system peut recreate the même échec tomorrow, the incident n’est pas resolved.
- Vérifier the live cleanup. Explorer the affected patterns and sample raw pages.
Confirmer supprimé URLs retourner the intended status, redirigé URLs have un relevant
destination,
noindexpages are crawlable so the directive peut be seen, and improved pages contain réel per-page valeur plutôt que ajouté word count. - Prendre the correct recovery action. Pour a manual action, submit a factual reconsideration requête que states the causer, affected patterns, corrections, generator safeguards, and verification evidence. Pour an algorithmic loss, finish the fonctionner and monitor recrawl/indexation/ranking via plus tard refreshes; là is aucun submission shortcut.
- Monitor pour recurrence. Track newly créé URLs, non-indexed counts, indexé zero-traffic pages, and quality-gate échecs by template. Si the risky pattern reappears, arrêter que publisher avant un autre grand inventory accumulates.
Scaled-content réponses que faire the problem worse
Treating tout AI-assisted content as a violation
Pourquoi it is incorrect: Google’s policy s’applique regardless of si automation or humans créé lune pages. The problème is scale plus ranking-first intent plus low valeur, pas the presence of a particulier outil.
Do ce à la place: Evaluate objectif, per-page usefulness, original inputs, and editorial contrôler. Preserve utile pages and fix the low-value production pattern.
Assuming volume alone is the offense
Pourquoi it is incorrect: Grand directories and programmatic sets peut serve distinct utilisateur nécessite with unique données. Page count is a prerequisite pour “scaled,” pas proof of abuse.
Do ce à la place: Appliquer the three-part tester and document ce que chaque page family adds au-delà its swapped modifier.
Padding weak pages with plus words
Pourquoi it is incorrect: Length ne fait pas créer original valeur. A plus long generic template is encore a generic template.
Do ce à la place: Ajouter a defensible unique données source, first-hand analysis, functionality, or editorial judgment — sinon consolidate or supprimer lune page.
Spreading the même operation à travers plus domains
Pourquoi it is incorrect: Google explicitly noms multiple sites utilisé to hide the scaled nature of content. The workaround peut become additional evidence of manipulative intent.
Do ce à la place: Arrêter the low-value publisher and repair the réel content model on le sites vous pouvez prise en charge correctement.
Filing reconsideration pour a silent algorithmic drop
Pourquoi it is incorrect: Reconsideration requêtes appliquer to manual actions. Algorithmic spam/quality systems send aucun manual-action notice and have aucun requête chemin.
Do ce à la place: Vérifier the report premier. Utiliser reconsideration seulement pour a confirmed manual action; sinon améliorer le site and wait pour recrawl and relevant refreshes.
Claiming the March 2024 reduction figure belongs to ce policy alone
Pourquoi it is incorrect: The reported reduction covered the combined core-update quality fonctionner and nouveau spam policies, pas an isolated scaled-content-abuse measurement.
Do ce à la place: Attribute the figure to the complet package or omit it quand the distinction n’est pas relevant.
Prompts pour auditing scaled page sets
Appliquer the volume–intent–valeur tester
Audit this page family for scaled-content-abuse risk using three separate tests:
volume, primary purpose, and original value. Use only the template, source fields,
sample pages, traffic/indexing evidence, and editorial process I provide. For each
test, cite the supplied evidence, mark uncertainty, and return preserve / improve /
consolidate / remove as a recommendation. Do not infer manipulative intent from page
count alone and do not treat AI use as automatic evidence of abuse.
[PASTE TEMPLATE, DATA FIELDS, SAMPLE PAGES, AND PROCESS]Trouver the interchangeable template shell
Compare these pages from one programmatic template. Separate text/data that is truly
unique to each entity from boilerplate and swapped modifiers. Explain what useful
decision each unique field helps a visitor make. Flag pages where deleting the
modifier leaves an interchangeable shell. Recommend the specific data, analysis, or
functionality needed to justify each page; if none is available, recommend
consolidation or removal. Do not propose word-count padding.
[PASTE REPRESENTATIVE PAGE CONTENT AND SOURCE DATA]Draft a factual manual-action remediation record
Turn the verified incident notes below into a concise reconsideration-request draft.
State what caused the violation, affected URL patterns and counts, what was improved,
consolidated, removed, redirected, or noindexed, how the generator/editorial workflow
changed, and how the live fixes were verified. Do not claim recovery, intent, or fixes
that are not in the evidence. List missing proof instead of inventing it.
